Agents
NCAA rules do not prohibit meetings or discussions with an agent. However, athletic eligibility is jeopardized if an athlete agrees (orally or in writing) to be represented by an agent or accepts anything from an agent while in high school or college.
Amateurism
A student shall not be eligible for intercollegiate competition in a particular sport if the student-athlete (or parents/relatives):
negotiates, signs or enters into any written or oral agreement with an agent;
accepts or receives any extra benefits from an agent or anyone who wishes to represent the student-athlete;
uses their athletic skill for pay, or for the promise of pay;
competes with a professional sports team or receives any compensation from a professional sports team; or
receives an extra benefit that is not available to the general student population.
Booster (Representative of UCLA's Athletic Interests)
A "representative of the institution's athletics interest" is an individual or a business who is known (or who should have been known) by a member of the UCLA athletic department to have engaged in any of the following activities:
participated in or been a member of an agency or organization promoting the UCLA intercollegiate athletics program;
contributed financially to the athletic department or to a UCLA Athletics booster organization;
helped recruit prospects, even if UCLA did not request the assistance;
assisted in providing benefits to enrolled student-athletes or their families; or
promoted the UCLA athletics program in other ways.
Once identified as a booster, an individual always keeps that identity.
Clearinghouse
The NCAA Initial-Eligibility Clearinghouse determines the validity of the information on which initial eligibility of a student-athlete is based.
Contact
Any face-to-face encounter between a prospect, or their relatives, and an institutional staff member or athletics representative during which any dialogue occurs in excess of an exchange of a greeting. Also, any face-to-face meeting that is prearranged, or that occurs at a prospect's school or at any competition or practice site, involving the prospect or the prospect's team, is considered a contact regardless of the conversation that occurs.
Dead Period
Time when it is not permissible for anyone associated with UCLA to contact and evaluate prospects on- or off-campus. Complimentary admissions to prospects are prohibited except for a prospect visiting UCLA with a group unrelated to athletics.
Developmental Clinics
Sponsored, conducted and controlled by an institution, a developmental clinic is primarily educational and designed to develop basic, fundamental skills in a sport. It is open to members of the general public who live within 100 miles of the institution. Senior prospects (in sports other than football) may attend but cannot be employed by the clinic. This clinic cannot include any recruiting presentations or material benefits for participants, such as awards, prizes or merchandise gifts.
Extra Benefits
The NCAA defines an extra benefit as any special arrangement by an institutional employee or a booster to provide a student-athlete, or that athlete's friends or relatives, a benefit not ordinarily available to other UCLA students and their relatives and/or friends.
Five-Year/10-Semester Rule
A student-athlete must complete his/her seasons of participation within five calendar years from the beginning of the academic term in which the student-athlete first registers for a minimum full-time program of studies at any collegiate institution.
Full Grant-In-Aid
The maximum amount of institutional financial aid that a student participating in intercollegiate athletics can receive, as established by NCAA legislation: tuition and fees, room and board, and required course-related books. Athletic scholarships are awarded for one academic year and may be renewed each year for up to a maximum of five years within a six-year period.
Legitimate Loan
A loan with a regular repayment schedule that is available to and administered on the same basis for all students.
National Letter of Intent (NLI)
The NLI is a document binding the prospect to attend a specific institution (contingent upon admission to the institution and certification of NCAA initial eligibility). The institution agrees to provide the prospect with athletics aid for one academic year in exchange for the prospect's agreement to attend the institution for one academic year.
Official Visits
Prospects may take one expense-paid (official) visit to a particular campus during their senior year. The NCAA allows a maximum of five official visits even if the prospect is being recruited in more than one sport. Official visits are not permissible unless the college has received an official copy of that prospect's high-school academic transcript and official test score (PSAT/PACT, SAT/ACT). A prospect (and his/her parents) may receive transportation, meals, lodging and complimentary admissions to campus athletics events.
Printed Materials
A college may provide ONLY the following printed materials on or after September 1st of the prospect's junior year:
official academic, admissions and student services publications and institutional videotapes;
general correspondence, including letters and college note cards;
a media guide or recruiting brochure (but not both) in each sport;
any necessary pre-enrollment information about orientation, conditioning or academics, after the prospect has signed a NLI or been accepted for enrollment;
one student-athlete handbook;
one wallet-size playing schedule card in each sport.
An institution may mail prospects a questionnaire, camp brochure and/or educational information published by the NCAA at any time.
Prospect
An individual who has either started classes for the ninth grade OR an individual who has received any benefit from an institution or a representation of an institution's athletic interests. Such benefits include:
providing a prospect an expense-paid visit to a collegiate institution
having an arranged in-person encounter with the student-athlete
providing an individual (or their relatives or friends) any financial assistance or other benefits that the institution does not provide to prospective students generally (i.e. tickets to an athletic competition)
Quiet Period
Time when authorized institutional staff members may ONLY make in-person contacts with prospects on the institution's campus.
Recruiting
Any solicitation of a prospect (or members of the prospect's family) by the UCLA athletic staff or a booster to encourage the prospect to enroll at UCLA and participate in the UCLA athletic program.
Telephone Calls
Telephone calls from UCLA coaches or staff members to prospects or their families are not permitted until July 1 after completion of a prospect's junior year. After this, university staff are limited to one telephone call per week to a prospect, or their parents, except during the following times in which unlimited calls are permitted:
the five days immediately before an official visit by the college hosting the visit;
the day of a coach's off-campus contact with a prospect by that coach;
the initial date for signing the NLI through two days after the initial signing date; and
following the signing of an NLI.
Prospects, or their parents, may telephone a coach at their own expense at any time. Telephone call limitations do not include facsimiles, electronically (e-mail) transmitted correspondence, or pages.
Tryouts
UCLA cannot schedule tryouts with prospects in any sport. Prospects on an official visit may participate in physical workouts or other recreational activities provided:
the activities are not organized or observed by UCLA coaches
the activities are not designed to test the prospect's athletics abilities for recruiting purposes
Exceptions to this rule include participation in developmental clinics and prospects who merely use UCLA facilities (as long as athletic department staff or boosters are not involved).
